Who are the last five characters listed at this page? Especially of the last three - are those their titles? And I do not remember number 13. Can someone tell me who exactly that one is?

Alright I'm gonna try to clear things up for you ^_^
Bourguignon is one of the two people that are with Arthur A. Angel when he is first introduced, but we're not sure which of the two he is (or really anything else about him) so all we have is his name and he had to be put in the characters in order of appearance.
Timotēe Timowan was the judge at the trial in this chapter and there really should be a character page for him, but unfortunately there isn't one. -__-
Melchior, Samyaza, Casper are the Grigori of the True Cross Order, Essentially they're the bosses, if it was a company they'd be the CEOs.
